Representative Austerman moved and asked unanimous consent that                                                                 
the House consider the Senate message (page 985) on the following:                                                              
                                                                                                                                
     HOUSE BILL NO. 19                                                                                                          
     "An Act relating to special request registration plates; and                                                               
     providing for an effective date."

There being no objection, it was so ordered.                                                                                    
                                                                                                                                
Representative Austerman moved that the House concur in the Senate                                                              
amendment to HB 19, thus adopting SCS HB 19(STA), and                                                                           
recommended that the members vote yes.                                                                                          
                                                                                                                                
The question being:  "Shall the House concur in the Senate
